ATSP2 is an Indefinite Delivery / Indefinite Quantity (ID/IQ) engineering services delivery order contract vehicle managed by the Defense Microelectronics Activity (DMEA) in Sacramento, CA. DMEA is the executive agent for DoD whose primary mission is to leverage the capabilities of advanced technology to solve component procurement or performance problems in existing weapons systems, increase operational capabilities, reduce operation and support costs, and reduce the effects of diminishing manufacturing sources and material shortages (DMSMS).
The primary technical requirements of the ATSP2 contract are to develop solutions to the reliability, maintainability, availability, supportability, capability, performance deficiencies and obsolescence issues affecting items that range in complexity from discrete electronics through integrated circuit components, multi-chip modules, printed circuit boards, electronic assemblies, subsystems, and complete systems.
Solution approaches include developing form,fit and/or function (FFF) replacements and advanced technology insertions and applications of electronics hardware and software.
The ATSP2 contract includes all direct engineering activities (e.g., studies, analysis, design, code, simulation, fabrication, packaging/assembly, prototyping, integration, installation, testing, and limited production) required to develop solutions to weapon system procurement/performance problems.
The ATSP2 contract also includes all indirect technical, functional, and management activities necessary to successfully accomplish the direct engineering activities. The ATSP2 contract indirect activities include systems engineering, program management, configuration management, quality assurance, system test and evaluation, certification, logistics support, training, warranties, development and management of data, operational site activation, and development of special support equipment.
DMEA is a technical organization that is fully funded by the DoD, thus eliminating all contract administration taxes/burdens for DoD customers. This is a particularly attractive feature, as most agencies’ in-house contract administrators charge from 6% to 15% or more to manage their contracts.
DMEA has its own Program Element number: 0603712S - DMEA. Congressional appropriations sent directly to the DMEA account will be used specifically for the intended task, without risk of the funds being used to cover a shortage somewhere else.
